They solve different halves of the same problem. QR is for the driver who has never parked with you before. They scan a printed code, pay in their phone's browser, and leave. Nothing is installed and a lot can go live the same day. LPR is for the vehicles you already know. Cameras read the plate on entry and match it against a paid session or an active pass, with no driver interaction at all. Most operators start with QR because it needs nothing installed, then add LPR once enough regulars justify the cameras.

No. QR payments, rates, passes, validations, LPR enforcement, and valet are separate capabilities on one platform, and every one of them is optional. You can run QR payments alone indefinitely, add enforcement later, and never touch valet if you don't need it. There is no bundle and no minimum.
