Without cameras, an attendant checks plates from a phone and issues a notice the driver pays without a conversation. You can start with one and add the other.

Yes. Scan or type a plate from your phone, and if it has no active session and no valid pass, you can issue a citation on the spot. The notice lists unpaid parking and your penalty as separate amounts, carries a reference number, and prints with a QR code. Citations need no cameras: scanning a plate by hand is enough.

You set it. Each location has its own penalty amount and its own unpaid-parking amount, configured on the location's enforcement settings next to its rates. The two are always shown to the driver separately rather than as one total.

They scan the QR code on the notice, which opens a page for that specific citation. They can see what they owe and why before signing in, and pay by card from their phone. Paying closes the citation. Nothing has to be mailed and nobody has to call you.

Yes. There's a dedicated enforcer role that can scan plates and issue citations and nothing else. Someone with that role cannot open sessions, payouts, or any other view of what the lot earns.

Void it. A voided citation records the reason and stops being payable, and the history stays visible rather than disappearing.
